Just a day after the Federal House of Representatives turned down a proposal to amend the 2013 budget sent in March, the Presidency has made a second attempt amend the budget.<\/p>\n

The lower chamber, in rejecting the last amendment attempt, insisted on full implementation of the 2013 budget passed into law in December 2012.<\/p>\n

Titled Re: 2013 amendment budget<\/em>, the latest effort seeks the approval of N27bn to tackle poverty and unemployment in the polity. It also seeks monetary allocation for the Federal Government to fulfil its obligations to workers.\u00a0<\/p>\n

\u201cWe all appreciate the fact that unemployment is one of our major concerns in this country today. Considering the gravity of the situation, I would like to bring up the issue of the budgetary allocation to the community services, women and youth employment programme under the Subsidy Reinvestment and Empowerment Programme (SURE-P). Against our proposal of N27bn, the National Assembly allocated N9bn,\u201d stated the letter, dated 26th June 2013 and read by Speaker Aminu Waziri Tambuwal.<\/p>\n

\u201cThis cut will have the adverse effect of severely undermining our capacity to create the jobs needed for our teeming unemployed youths, women and physically-challenged citizens. In this regard, I crave your co-operation to restore the SURE-P Budget (a copy of its Amendment proposal is attached herewith.)<\/p>\n

\u201cYou will further recall that the personnel cost was cut across all MDAs which will make it difficult to meet government\u2019s obligations to its workers. I, therefore, seek your kind understanding for the restoration of the said cuts in order to maintain industrial harmony.\u201d<\/p>\n

In the new version of the categorised 2013 Amendment Budget proposal, the capital projects were re-designated as follows: Ministry of Health: MDG\/HIV\/AIDS ARV drugs allocation reduced by N1bn, routine immunisation vaccines reduced by N1.75bn, malaria programme procurement and distribution of insecticides reduced by N0.8bn, payment of pledge for onchocerciasis re-certification cut by N0.12bn, National Trauma Centre, Abuja reduced by N0.1bn and so on.<\/p>\n

For the Ministry of Works, Abuja-Lokoja Road was reduced by N4bn, Kano-Maiduguri Road reduced by N3.5bn, dualisation of Ibadan-llorin section reduced by N5.5bn, rehabilitation of Jebba Bridge reduced by N1.25bn, rehabilitation of burnt Marine Bridge and Iddo Bridge reduced by N1bn, Special Intervention Fund for Emergency Roads and Bridges washed out across the country reduced by N6.28bn, among others.<\/p>\n<\/p><\/div>\n
