The Federal Government has approved the prequalification of 82 companies for the nation\u2019s 10 plants constructed under its National Independent Power Project, NIPP, which is jointly owned by the Federal, states and local governments.<\/p>\n

The Head, Public Communications, of the Bureau of Public Enterprises, BPE, Mr. Chigbo Anichebe, who disclosed this in a statement in Abuja, said the approval was done at a joint meeting of the National Council on Privatisation, NCP, and the Board of the Niger Delta Power Holding Company Limited, NDPHC.<\/p>\n

According to Anichebe, the joint meeting, which was chaired by the Vice President, Mohammed Namadi Sambo, approved the 82 consortia to move to the Request for Proposal, RFP, stage of the transaction.<\/p>\n

The statement reads in part: \u201cThe joint meeting of the National Council on Privatisation, NCP) and the Board of the Niger Delta Power Holding Company Limited, NDPHC, at its second meeting held on Monday (August 12, 2013) approved the prequalification of 386 expressions of interest (EOIs) submitted by 82 of the 110 consortia that earlier expressed interest in the acquisition of 80 per cent equity in the 10 NIPP power plants jointly owned by the Federal, state and local governments.<\/p>\n

\u201cThe following 82 consortia have been prequalified to move to the Request for Proposal, RFP, stage of the transaction.<\/p>\n

\u201cSome of the companies include: Omotosho Electric Energy Company, SEPCOPacific Energy Partners Limited, PPN Power Generating Company Ltd, AFC and Globeleq Consortium, AFC, Globeleq & Vigeo Consortium, Spark Generation Power Company, Calls Power Consortium, Neon Electric Power Consortium, CET Power Consortium and Azura Benin Generation Consortium.<\/p>\n

\u201cThere are also Azura Calabar Generation Consortium, WorleyParsons\/ DeltaAfrik, Arrow Capital\/ WorleyParsons Consortium, Power Ventures Consortium, Paragon Consortium, OPG Power Ventures (with GE International), OPG Power Ventures (with Sogex), OPG Power Ventures (with Thomassen Holding Limited and Marine Power Limited), Tenaga Nasional Berhard, United Pacific Proglobal Power Ltd, Essential International Limited among others.<\/p>\n

Anichebe said that two teams were constituted to evaluate the submissions based on the approved guidelines.<\/p>\n

The guidelines, among others, provided that to be technically qualified, bidders must show evidence of experience in operating at least 300mw of thermal generation plant for at least three years and to be deemed financially qualified, bidders must meet a tangible net worth threshold of $ 100-$ 200 million depending on the size of plant they wish to be prequalified for.<\/p>\n

The Joint Board has equally approved the issuance of the request for proposals to the prequalified bidders from today.<\/p>\n

Also, the statement noted that the Joint Board further approved the recommendation of the Joint Technical Transaction Committee, JTTC, to allow Technical Services Providers, TSP, with no equity stake in the consortia, to participate in the privatisation process with as many bidders as it chooses.<\/p>\n
