The Niger State Chief Judge, Justice Fati Abubakar has attributed the delays in prosecution of rapists to victims who procrastinate in going through medical tests and presenting same to the courts. She also lamented the constant transfer of Investigating and Prosecuting Officers, IPOs, as this often impose logistics challenges for the administration.<\/p>\n

Speaking through Justice Musa Abdul at the opening ceremony of a 2-day capacity building for prosecutors and investigators of the state Police Command in Minna, she said the delays have affected the quick administration of justice for many rape victims, not only in the state but the country at large.<\/p>\n

She appealed to families of rape victims to ensure medical tests are conducted in good time and reports presented so that the culprits will be brought to justice. Justice Abubakar lamented that the constant transfer of IPOs often create logistic problems that have grossly affected the smooth administration of criminal justice.<\/p>\n

\u201cConstant transfer of IPOs from one jurisdiction to another is greatly affecting administration of criminal justice in this state. It often cause logistics problem as IPOs who are transferred mid-way of cases are not often available when such are mentioned.<\/p>\n

We often have problem in getting them to appear\u201d. Though, she agreed that the police authorities have the power to transfer officers and men, she warned that incessant transfers would not augur well for the administration of criminal justice. She then commended the police command for organising the workshop to build the capacity of IPOs, which she noted will in no small measure enhance the administration of justice, as well as restore human rights. The Commissioner of Police, Mrs. Desire Desiye Nsirim, said the workshop was the command\u2019s effort at providing platform for continuous legal education of officers and men to enhance their knowledge of laws and current legal practices in the administration of criminal justice.<\/p>\n
